The parents of the fallen servicemen will be able to use the surrogate mother's service with state support twice


The government envisages a maximum of two possibilities for reimbursement of costs of using the services of a surrogate mother within the framework of support for the reproductive health of parents of fallen servicemen.

The project was published on the "e-draft" legal acts publication platform. This change stems from the need for expanded support for the families of fallen servicemen under the reproductive health care program.

Until now, compensation for surrogate mother services was limited to one time. However, in practice, a new requirement has arisen to provide another opportunity for compensation.

The project plans to allow the beneficiary parents to use the state compensation for the surrogate mother's services up to twice, to tighten the procedure for submitting documents by requiring the inclusion of the Ministry of Health's references on the second attempt at in vitro fertilization or the use of the surrogate mother's services.

It is planned that in 2025, the number of beneficiaries applying to use the services of a surrogate mother for the second time will not exceed 2-3, which will require 11-16.5 million drams.

These funds are provided within the framework of the 2025 state budget, and the adoption of the project will not require additional financial resources. If the project is adopted, the beneficiary parents will have a wider opportunity to exercise their reproductive rights.

This change aims to promote the social rehabilitation of the families of the fallen servicemen, to contribute to the improvement of the reproductive opportunities of the families.

The project is in line with the Government's 2021-2026 plan, which is aimed at introducing new mechanisms of social and health support for servicemen's families.

The project is presented on the "e-draft" platform for public discussion, where interested parties can present their proposals and opinions.
