"Hraparak" writes: From December 31, 2025, the operation of the "Hospital of Convicts" penitentiary was officially stopped.
RA Deputy Minister of Justice Gevorg Kocharyan reported in the National Assembly that as a result of abandoning the old centralized model, convicts in need of hospital care were transferred to a specialized unit of "Armavir" Penitentiary or will receive treatment in civil hospitals. However, the issue is not only to accommodate sick detainees, as a result of this liquidation, many employees of the institution were laid off and left without work.
In the current situation, the laid off employees have already appealed to the court to restore their rights. In particular, Vardan Baldryan, the head of the security service of the liquidated hospital, according to our information, filed a civil lawsuit against the head of the Penitentiary Service, Tsovinar Tadevosyan, demanding to invalidate the dismissal order, to restore his rights and to pay for the period of forced unemployment.
We tried to find out for what reason Vardan Baldryan was fired, but the Penitentiary Service informed us that the chief's decisions are not published. This means that they refuse to inform the public on what specific basis and why the civil servant was fired.
Against this background, a natural question arises: have the other employees of the Hospital for Convicts been provided with work? As the Penitentiary Service informed us in an official clarification, only a part of the staff of the institution was transferred to work in "Armavir" Penitentiary. Some employees refused to continue their activities there, because the "Armavir" Correctional Facility is quite far from the territorial point of view, and based on that distance, they refused to move.
