Minister of Internal Affairs, Arpine Sargsyan, in an interview with "CivilNet", answering the question, what major institutional transformation will visa liberalization bring to Armenia's state administration system? He mentioned that the liberalization of visas is not only an opportunity for free movement for Armenia, but also an important tool for reforming the systems of state administration, public services and protection of citizens' rights.
"For Armenia, the visa liberalization process is much more than just the possibility of visa-free movement. It should be considered not only as an opportunity for free movement, but also as an important tool for the qualitative transformation of state institutions, which will have a long-term impact on Armenia's governance system, the quality of public services, and the level of protection of citizens' rights.
As you rightly mentioned, the action plan for the liberalization of RA-EU visas is a large-scale project for the modernization of relevant areas of the state administration system and approximation to European standards. Its implementation will lead to profound institutional transformations, from the improvement of sectoral legislation to the strengthening of operational capacities of state bodies and the formation of a new management culture.
The action plan also outlines the way and way of implementing these transformations, with a logic that is completely acceptable to us. In particular, existing vulnerabilities, processes in need of improvement or reform, as well as legislative and institutional gaps are identified.
At the same time, there are also benchmarks, which will not require extensive work, because some of them have already been implemented, and the existing structural systems mostly meet the set goals."
