The Ministry of Labor and Social Affairs proposes to merge "Child and Family Support Center of Shirak Marz" and Gyumri "Children's House" NGOs. There are 10 state non-commercial organizations operating under the Ministry, which provide round-the-clock and day care and education for children.
4 of the mentioned organizations provide round-the-clock care for children. These organizations are "Kharberd Specialized Orphanage", Gyumri "Children's House", "Mari Izmirlyan Orphanage" and Yerevan "Children's House" NGOs. The Child and Family Support Centers are "Child and Family Support Center of Shirak Marz", "Zatik" Child Support Center of Yerevan", "Child and Family Support Center of Syunik Marz", "Child and Family Support Center of Yerevan", "Social Care Center for Children of Ajapnyak Community of Yerevan" and "Child and Family Support Center of Lori Marz" NSOs. In each of these cases, the organization performs one type of function that creates difficulties in the process of supporting children or their families in need of another type of care or support service.
At the same time, there is a concentration of children in need of uniform services in one institution, which is against inclusiveness and also hinders the formation of equal professionalism of specialists. Due to this, taking into account the geographical location and the substantive features of service provision, it is proposed to unite the following NGOs: "Child and Family Support Center of Shirak Marz" and "Children's House" NGOs of Gyumri.
The maintenance of two legal entities requires separate accountability management and generates additional costs, especially in the areas of accounting, administrative and economic support, technical support and personnel coordination. This leads to the creation of repetitive processes and non-rational use of administrative resources.
The project proposes to introduce a new model of centralized management, within the framework of which the reorganization of two NOCs is planned through the unification of administrative resources. As a result of reorganization in the form of merger of organizations, a unified system of centralized management will be formed, which will contribute to the optimization of the functions of administrative and service personnel, increasing the efficiency of management and control mechanisms.
As a result of the restructuring, it will be possible to reduce the positions that perform overlapping or overlapping functions, which will reduce the overall administrative costs and improve the efficiency of management.
It will also provide an opportunity to provide different services in the same facility, including round-the-clock long-term and short-term care for children in need of specialized and general care, day support services for children and families.
