The government has decided that the qualification criteria presented to the participants and the documents submitted for their assessment, the pre-qualified participants' application, and the selected participant's contract and qualification security, within the framework of the pre-qualification procedure of the two-stage tender organized by the Ministry of Education, Science, Culture and Sports of the Republic of Armenia through an interdepartmental specialized group on the basis of Article 15, Part 6, Clause 2 of the Law "On Procurement" and the types of security, the amount of the advance payment and the repayment procedure, as well as the main conditions submitted to the contract are defined in the purchase application.
At the moment, around 205 settlements are subject to unification with the calculated number of 101 centers in the territory of the republic, of which the total number of students in 187 settlements is about 6,200. At the same time, the average distance from settlements to the center is 7 km (the minimum is 1.5 km, and the maximum is 24 km). About 81 schools under construction, as well as schools under renovation, are planned to be put into operation by January 2027. Based on the above and taking into account the centralized organization of transportation of schoolchildren from settlements to schools in the centers and in the opposite direction, it was decided to acquire around 35 vehicles in the first phase, and to acquire and complete the necessary number of vehicles in subsequent phases. As a result, safe and centralized transportation of schoolchildren to schools will be ensured, which will increase access to education, especially for children from border and hard-to-reach areas, and will also contribute to solving democratic and social problems.
The draft decision of the Government of the Republic of Armenia "On defining the specifics of the process of purchasing vehicles for the transport of schoolchildren in the regions" for the purchase of vehicles with up to 35 seats specially equipped for the transportation of students from settlements in the regions of the Republic of Armenia to schools in the centers, taking into account that the purchase will be organized in two stages, in accordance with the provisions of Article 19, Part 1, Clauses 2 and 3 and Clauses 15 of the Law of the Republic of Armenia "On Purchases" on the basis of clause 2 of part 6 of the article.
