According to the state budget draft of 2026, the budgetary expenses of the staff of the Human Rights Defender are planned to be 602 million drams. Minister of Finance Vahe Hovhannisyan said this at the October 29 joint session of the NA Standing Committees on Human Rights Protection and Public Affairs and Financial Credit and Budgetary Affairs, continuing to present the preliminary discussion of the draft RA law "On the State Budget of RA 2026".
"Compared to the previous year, there is an increase of 15 million drams, which is caused by not providing 8 million drams for the improvement of technical equipment this year. "This year, we did not plan funds for technical equipment in all state bodies, and 23 million drams were added to the equipment maintenance costs," the minister said.
Human rights defender Anahit Manasyan, presenting the budget plans of the institution he leads, noted that systemic reform programs are being implemented in the institution.
According to him, almost all international organizations have given instructions to the Republic of Armenia to increase the financing of issues related to human rights, in particular, the financing related to the institution of human rights. According to Anahit Manasyan, it was clearly recorded that the human and financial resources are not enough to fulfill the entire scope of the mandate given to the institution at a proper level.
