During the preliminary investigation of the criminal proceedings, it appears that factual data was obtained that on October 20, 2025, in the administrative building of the Gyumri Municipality, a group of people gathered near the administrative building of the Gyumri Municipality, including at the entrances and in the administrative building, and intervened in the case by carrying out various actions, in order to obstruct the investigative actions carried out by the investigators within the framework of the criminal proceedings being investigated by the RA Anti-Corruption Committee. committed mass disturbances threatening the investigation and public safety.

During the preliminary investigation of the criminal proceedings, 37 persons were arrested.

Public criminal prosecution was initiated against 19 persons under Article 327, Part 1 (participation in mass riots) and Article 486, Part 2, Clause 1 of the Criminal Code (interfering with the administration of justice or the investigation of a case by a group of persons with prior consent), against 10 persons, under Clause 1 of Part 2 of Article 486 (interference with the administration of justice or a case by a group of persons with prior consent). interfering with the examination) and Section 46-327(1) (incitement to participate in mass disorder).
