Before the negotiations, the current president of the White House had a long telephone conversation with his Russian counterpart Vladimir Putin, during which the two leaders agreed to meet in Budapest. Against this background, concerns have arisen in Ukraine that the Trump-Putin negotiations may influence US decisions regarding military aid to Kiev.
