The Human Rights Defender and the Council of Europe Office organized a discussion on October 6 entitled "Improvement of Penitentiary Health, Effective Information through Effective Exchange and Coordination". It was dedicated to the strengthening of interdepartmental cooperation in the field of penitentiary health and overcoming the existing challenges in the field.
Human Rights Defender Anahit Manasyan, Head of the Yerevan Office of the Council of Europe, Maxim Longangen, Deputy Minister of Justice, and Deputy Minister of Health Armen Gasparyan, made an opening speech. In his speech, Anahit Manasyan said that the topic under discussion is often not in the center of priority, but there should be one of the first in terms of public discussions.
"We are monitoring in the penitentiary system, including penitentiaries in the field of penitentiary health. It should have a clear idea that the penitentiary healthcare system is where, in the case of both our country and other countries, there are a number of systemic problems. We must be able to correct system problems with professional tools and find solutions for them as quickly as possible. The competent departments in this area must ensure cooperation in accordance with effective and international standards, "said Anahit Manasyan.
The Defender also touched upon the issue of maintaining medical secret and emphasized that there are many problems in this regard and should receive a speedy address. This is a particularly sensitive topic in the context of the penitentiary system.
During the discussion, experts stressed that well-organized penitentiary health services are of fundamental importance in ensuring the rights of prisoners. The possible ways of deepening cooperation and progress, which will increase the quality of health services and full maintenance of international standards have been discussed.
Laura Gasparyan, head of the monitoring of the National Academy of Sciences, presented the results of the monitoring of the National Action Plant in penitentiaries Laura Gasparyan by emphasizing. "Despite the years, we have repeatedly raised the issue of medical independence and penitentiary cooperation, but no tangible prime has been registered. We have submitted a detailed analysis in our annual report, with clear examples and suggestions aimed at improving the field and in line with international standards. Our main goal is to record a real positive shift in the sector, which will increase the effective sale of the health of people deprived of liberty. "
The discussion was carried out within the framework of the "Further Strengthening Rights Protection of Persons Defeated Persons Protection" program.
