RA Foreign Minister Ararat Mirzoyan considers it historic to the White House, especially in terms of initializing the establishment of peace and interstate relations, which is the most important milestone in the process of normalization of Armenia-Azerbaijan relations, referring to the results of the Washington meetings.
According to him, with the initialing of this agreement, in fact, the phase of the institutionalization of peace begins.
- How do you assess the results of the meetings in Washington?
- If what happened in the White House was, of course, a historic event. I mean, first of all, the initialing of the agreement on the establishment of peace and interstate relations, which was the most important milestone in the process of normalization of Armenia-Azerbaijan relations. According to this initial, public public statements were announced that peace in the lack of escalations at the border is already established and, in fact, the phase of the institutionalization of peace begins.
By and large, the same can be said about unblocking and reopening infrastructure. I would not like to make a wrong impression. The stage of negotiations on the general principles of infrastructure launches, but only one stage is over. There is a lot of work to be done ahead to clarify and agree on technical solutions.
I would also like to add that the agreements registered in the Washington Declaration are obviously getting more weight with the participation of the American side and as a witness to the US President.
- Speaking about the infrastructure, especially about the Washington Declaration, various interpretations are made by experts and representatives of various political currents. What is your perception?
- But there is no place to different interpretations. Agreed that it is written, you need to read what it is written, to understand the way it is written, no more, no less. And it is written that the operation of infrastructure, including construction of American partnership in Armenia, is taking place within the framework of the territorial integrity, sovereignty and jurisdiction of the countries and ensures mutual benefits. Again, no matter what technical solutions, which still need to be discussed, they cannot be out of range.
The remaining comments are the result of imagination or attempting to mislead people. You can only be surprised by how some "independent experts" or "dependent" party members are not surprising, which, in fact, have never been accepted by us, now there are no Washington Declaration. I want to emphasize what is written on white white, all the infrastructure will operate within the framework of the sovereignty and jurisdiction of the countries, there is no third party control. I think it is not possible to say more clearly.
But I would suggest another important thing, I would say, to record a cornerstone. According to the agreement reached by the Washington Declaration, Armenia is unblocked, something that Armenia's aspiration has been 35 years. From now on, Armenia gets access to Azerbaijan's railway infrastructure for its international trade.
- There are also a Peace Agreement as well.
- We have had the opportunity to say that the content of the peace agreement is mainly known to the public, we have said what is in it and what is not sure. On August 11, as we agreed with the Azerbaijani side, the text of the initial agreement will be published. With the presumption of common sense, all speculation will be stopped from that moment.
- There were also bilateral meetings, memorandums were signed, what does it mean, including for the RA-US strategic partnership?
- Indeed, the visit was also important in terms of promising RA-US bilateral relations. During the Pashinyan-Trump meeting, it was possible to discuss a number of issues on the strategic partnership agenda, three memorandums were signed.
The Memorandum of Capacity Building "Peace" is expressed by US Assistance to the "Peace Chargeruk" project, emphasizes Armenia's important role as a regional transport hub and reaffirms Armenia's sovereignty, territorial integrity and internationally recognized borders. It is aimed at promoting Armenia's infrastructure and border security. It includes promoting private investment and strengthening customs and border capabilities.
The memorandum on artificial intelligence and semiconductor innovation aims to significantly deepen cooperation in the field of high technology, developing semiconductor ecosystem and artificial intelligence. It emphasizes the importance of private investment and state-private cooperation, academic partnership. The parties undertake to promote the preparation of the workforce and strengthen the technological partnership. The parties also intend to work to ensure the necessary conditions for increasing Armenia's status within the framework of US export control.
The Energy Security Memorandum aims to support Armenia's energy stability and the modernization of the energy system, promotion of private sector investments, as well as to develop civil nuclear cooperation.
The memorandum also envisages promoting regional energy cooperation and development of professional capacity, strengthening Armenia's energy self-sufficiency.
We have agreed to activate joint work with US Secretary of State Marco Rubio to implement other strategic partnership components.
Summing up, I must say that in order to achieve this milestone, it has been done in detail. Yesterday, President Tramphone signed a decree on the implementation of a working group for the implementation of the Trump's Way for the International Peace and Prosperity program in Yerevan.
