Within the framework of his working visit to France, President Vahagn Khachaturyan made a speech at the opening ceremony of the 3rd UN Conference on Ocean.

Let me congratulate the host of the French government and co-chair Costa Rica for all efforts to conduct its success.
Steps to achieve sustainable development goals in this decade, despite the implementation of climate and biodiversity commitments of states and other stakeholders, are urgent and urgent at the right time. In global global processes, we can express with confidence that the ocean ecosystems are unique in their nature, at the same time they are closely interconnected with other ecosystems.
The role of oceans is vital for the coastal countries and the islands. They are an important source of biodiversity and serve as a huge carbon absorber, allowing us to mitigate the negative impact of greenhouse gas emissions on climate change.
However, the oceans, like other environmental ecosystems, regardless of their distance from their distance and huge depth, carry the negative consequences of people's unsustainable practice.
Climate change, pollution and deterioration of ecosystems directly affect our oceans, leading to irreversible damage on plastic pollution, acidification and marine biodiversity and food systems.
At the same time, the iceberg melts leads to the level of sea level, causing the aroma for small, developing island states. Armenia supports all international efforts to preserve and protect ocean ecosystems as an integral part of our global heritage of the environment. We are looking forward to the adoption of the Plastic Pollution Convention, which can be a major basic of global conservation of the ocean.
We have a similar positive approach to the recently adopted national jurisdiction over the Sea Biodiversity Agreement (BBNJ) and have already initiated internal processes for its ratification. Although Armenia is a developing country that has no access to the sea, the issues related to the oceans are very relevant to our country. We support cooperation in the ocean, as we believe in multilateral cooperation, the interconnection and general responsibility of natural ecosystems, the maintenance of the planet's biodiversity.
The connection between land and sea ecosystems is clear. Our ocean health depends on our attitude towards our rivers, lakes and mountainous environments.
How often they say: What is happening in the mountains does not stay in the mountains? Ichards, deterioration of soil quality, and pollution in highlands inevitably find their reflection in low zones, directly affecting our ocean ecosystems. Therefore, the crisis of the ocean is not only coastal settlements, but also a continental problem.
The solutions must begin in the mountains and apply to the continents before they reach the coastal areas and the islands. In this context, the need for inclusive and affordable financing is clear, especially for vulnerable countries that have access to the sea so that all countries can have a meaningful lumen on the environment.
Moreover, Armenia is interested in the promotion of this global agenda on the 17th Conference on Biological Diversity. In this regard, we believe that the agreement on the marine biodiversity above national jurisdictions can become a key component of our common efforts to maintain world biodiversity.
Armenia is also waiting for the UN Conference on the Political Statement on the Ocean Connections as a major step for the protection of ocean ecosystems and a major step for common commitments.
In the end, I wish all countries, developing, developed, seaward, island or not to sea, to reaffirm their commitment to our planet's protection and generations of the future as well as the benefits of our mother planet. "
