The Artsakh Information Headquarters has issued a statement that says:

After a violent deportation, the Artsakh authorities showed restraint, trying to avoid unnecessary speculations and internal issues. However, the non-performance of the provocative statements in the information field regularly causes the fair dissatisfaction of the society.
It turns out that the RA Ministry of Foreign Affairs, citing the current document, ignores the declaration of independence of the Artsakh Republic in the evening of Armenia, Artsakh and its people, including guarantor of security.
The Constitution of the Artsakh Republic, including the head of state, has not been authorized to liquidate the republic. Therefore, no one can dissolve the state's state of referendum. The mayor of this authority is the people of Artsakh, and it is inseparable from him.
The so-called Dissolution of the Artsakh Republic was signed in the most difficult situation in Azerbaijan, against the enemy's armed armed forces, when all interstate roads were controlled by them, and most of the defense army appeared in the siege, and there were physical people and the civilian population of Artsakh. Direct threat of destruction, as well as the only need to open the only road connecting by the Republic of Armenia to Azerbaijan to ensure the safety of the people of Artsakh.
This fact that this regularly mentioned by some Armenian circles could not be called the law of the Artsakh Republic on the deadlines, but not sooner than their official publication.
Article 28 of the above law also stipulates that the publication of normative legal acts shall be published by publishing normative legal acts (arlexsisis.am).
The so-called decree has not been included in the joint website of normative legal acts and has not been released, but press release on the Azerbaijani side's request to the Artsakh Information Headquarters, which cannot be considered in the official square of the document.
Taking into account the following possible speculations, the decree of President Samvel Shahramanyan was declared invalid on the same platform on the same platform, the non-disclosure of which was due to a number of circumstances.
Based on this simple reality, the RA Ministry of Foreign Affairs has no legal obstacle to the settlement of the interstate relations between Armenia and Azerbaijan to bring the issue of Artsakh and its displaced native people.
