The ECHR will publish its judgment in the case of Ishkhanyan v. Armenia tomorrow. Ahead of the publication of the judgment, the ECHR told Panorama.am that the applicant is Hovhannes Ishkhanyan, an ethnic Armenian born in 1988.

He is a participant in the protest against the increase in electricity prices in Yerevan 10 years ago, in June 2015, better known as “Electric Yerevan”.

The case concerns the dispersal of a mass sit-in and the subsequent arrest of the applicant.

The applicant claims that the dispersal of the sit-in was an unnecessary and disproportionate measure, and that his subsequent deprivation of liberty was unlawful and carried out without any basis.

He also complained that he was held in police custody for a long time in wet clothes, without food or rest, which amounted to inhuman treatment.
Ishkhanyan stated that he had not had a real opportunity to protect his rights at the national level.

The applicant states that there has been a violation of Articles 3 (prohibition of inhuman or degrading treatment), 5 (right to liberty and security), 10 (freedom of expression), 11 (right to freedom of assembly) and 13 (right to an effective remedy) of the European Convention on Human Rights.
