The government proposes to set June 23 as Public Servant's Day. The draft provides that it will be a working day and will not increase the number of non-working days. We learn about this from the relevant projects included in the agenda of the government's session on August 20.
The current situation and the need for adoption of the legal act (purpose).
According to the draft law "On Amendments to the Law on Holidays and Memorial Days of the Republic of Armenia" (hereinafter referred to as the Law) (hereinafter referred to as the Draft) it is proposed to mark June 23 as a working day as a public servant's day in the Republic of Armenia.
The purpose of defining Public Servant Day is to emphasize that regardless of the type of public service or the position held, all public servants participate in the implementation of the common mission of protecting the public interest, increasing the efficiency of public administration and providing quality services to citizens. At the same time, from the point of view of the unity of the public service system, the cooperation between different services and emphasizing the common mission, it is necessary to have a single day that will symbolize the entire public service system and its role in the development of the state.
Regardless of the nature of the function performed by the employee, law enforcement, administrative, social, supervisory or other public purpose, his activity is ultimately aimed at serving the public interest.
Therefore, in order to value this activity and emphasize the role of public service, it is more complete and systematic approach not to set a separate day for each service, but to have one single day for all public servants.
This approach is based on the following principle: "Different functions, different professions, but one common public mission", which corresponds to the logic of modern state administration, within the framework of which the activity of various state structures is considered as a component of one common administration system.
When defining June 23 as public servant's day, it is proposed to define it as a working day, considering it not as an additional non-working day, but as a symbolic day aimed at appreciating the professional activity of public service, the work and contribution of public servants. This approach makes it possible to simultaneously emphasize the role and importance of the public servant without increasing the number of non-working days and without disrupting the normal course of public administration, public service delivery and economic activity.
It should also be noted that on December 20, 2002, the UN General Assembly, by resolution 57/277, declared June 23 as "Public Service Day", according to paragraph 3 of which, "The General Assembly decides to declare June 23 as United Nations Public Service Day and encourages member states to organize special events on that day to highlight the contribution of public service to the development process."
With the adoption of the project, it is planned to evaluate, encourage and value the role of public servants in the sustainable development of the country, effective provision of public services, introduction of innovative approaches and implementation of a unified state policy.
At the same time, the development of the Project is conditioned by the instruction given to the head of the Civil Service Office of the Prime Minister's Office, in accordance with the 1st point of the protocol N KA/124-2026 of the meeting of the State and Legal Ministerial Committee held on April 27, 2026, to form a unified approach to defining public servant's day.
It should also be noted that the definition of a single symbolic day for the public service system will make it possible to more fully present the importance of public service at the state level, focus public attention on the common mission of public servants and promote the increase of public trust and authority in the system.
Moreover, the definition of a single day of a public servant itself derives from the unification policy adopted by the Government of the Republic of Armenia in the field of public administration, within the framework of which different types of service are considered not as isolated, independently regulated units, but as components of a single system with common principles, values and management approaches. According to this logic, the systematic unification of the public service implies not only the existence of common regulations, but also the existence of common symbolic values, one of which is the common day of the public servant.
According to the logic of the above, the definition of a single day for a public servant will create prerequisites at the same time, in order to exclude the possibility of further definition of independent, specialized service days for individual services. The opposite approach will contradict the unification policy, which the Project aims to implement. Therefore, the definition of a unified day should be considered not as one additional holiday next to other holidays, but as an integral and exclusive manifestation of the policy of systemic unification of public service.
The purpose and nature of regulation.
The draft proposes to mark June 23 as public servant's day under the law "On Holidays and Memorial Days of the Republic of Armenia".
The expected result.
With the adoption of the project, the Day of Public Servants will be officially celebrated in the Republic of Armenia.
The definition of Public Servant Day is aimed at strengthening horizontal unity in the public service system, valuing the work and contribution of public servants, as well as increasing the attractiveness of public service.
At the same time, the definition of the Public Servant's Day does not affect the observance of professional and traditional holidays defined for individual types of public service, which will continue to play an important role in the formation of the professional identity and value system of the respective fields. The introduction of the new holiday is meant to complement that system, creating a symbolic platform that unites the common idea and values of public service.
It is also expected to improve the public perception of public servants, increase the recognition and reputation of the public service and inspire the formation of a new generation of public servants.

The adoption of the project stems from the 31st sub-item of the annex approved by the decision N 691-L of May 13, 2022 "On approving the public administration reform strategy, road map and result framework for 2023-2025", according to which the reform of the remuneration system will be combined with the revision of the social guarantee system aimed at the external and internal attractiveness of the public service. raising.
