Adoption is not an easy process, and it cannot be arranged simply on the basis of desire or any other circumstance. The spokesperson of the RA Minister of Labor and Social Affairs, Nver Kostanyan, informed the media about this, answering the question whether it is possible to adopt the child found under iron sheets yesterday.
"Let us remind you that yesterday, August 10, around 20:40, a newborn child was found in the playground of Halabyan 13 building, under iron sheets. The newborn girl was given the necessary medical care on the spot, the umbilical cord was tied and transferred to the "Republican Institute of Reproductive Health Perinatology, Obstetrics and Gynecology" in Yerevan. As of now, the child's life is not in danger.
"We generally have a list of people who want to adopt and children who are subject to adoption, whom we register. People who want to adopt also take courses and so on. But as of now, since the child has just been found, he cannot be considered for adoption," the spokesperson said.
It should be noted that according to Clause 2.2 of Article 112 of the Family Code, a found (abandoned) child can be counted as a child subject to adoption, in response to the inquiry addressed to the police by the body or person who found him, immediately after receiving the relevant letter about the failure to find the parents of the found (abandoned) child.
"After the discovery of a child in need, the police must take measures to find the child's parents within three months, after which the police, through the guardianship and trusteeship body, which in this case is the community, registers the child with us as a child subject to adoption, and can already be adopted.
Naturally, it is not an easy process, it cannot be organized simply on the basis of desire or something. As I mentioned, there is a procedure. At this moment, I described it specifically in relation to the found child. There are deadlines, and at the moment it is beyond our scope of authority, because if the police do not find the parent within three months, the child is registered only by us and can already be considered subject to adoption," Kostanyan added."
