Hraparak daily writes: A few days ago, we wrote that changes are expected in the heads of Yerevan's administrative districts. all those district heads who did not get results in the June 7 elections for CP in the communities they lead will say goodbye to their positions. At the end of last week, the first swallow was the head of the Malatia-Sebastia administrative district, member of the Communist Party of Ukraine, Romik Mkhitaryan, who is a member of the coalition partner "Republic" party of the KP and was appointed the district head of Malatia by the quota of the party led by Aram Zavenich.
Naturally, there were no particular expectations from him that he could work for the CP instead of his own party participating in the elections. However, he was replaced by the former head of the same administrative district, Sasha Katvalyan, who, to put it mildly, did not leave good memories when he left that position. The order of appointment came yesterday.
Moreover, there were reports that Katvalyan remotely controlled his successor, Arman Barkhudaryan, against whom there was a criminal proceeding in the procurement case. Sasha Katvalyan is from Tigran Avinyan's circle, if not his close one, and his candidacy is even ahead of "bratel" Avinyan, raising the question of encouraging Katvalyan in the party. Our sources say that they considered the high percentages of CP in this administrative district to be the result of "Sash's" work, and in his native Chorrord village, he simply "bombed".
It should be noted that the Malatia administrative district lost only to Shengavit, where the CP received 50.2 percent, and in Malatia it won 49.7 percent of the votes. Sasha Katvalyan was released from the post of district head after the war, in 2022. on October 24, after a Facebook post that became fatal for him, in which he criticized the police actions against the mothers of those killed in Yerablur. "I have never accepted and will not accept the implementation of any action in Erablur. Erablur has not been and should not be a place for political games, appeals and protests. Today, the police forces acted at least unprofessionally and detained the mothers of the victims in a very bad way. As the son of one who died in the Artsakh war, I say that the way the police acted was wrong and reprehensible.
Guys, there are red lines that should not be crossed." Katvalyan, however, being Avinyan's friend, did not remain idle and was appointed an advisor to his friend the mayor, and already in 2024. In January, he was appointed the director of "Yerevan Garbage Removal and Sanitary Cleaning" institution. By the way, in the Malatia-Sebastia district administration, they are anxiously waiting for the arrival of the new boss, during the previous term of office, he made a staff meat grinder, filling the positions exclusively with his own people.
Let's note that with the appointment of Katvalyan, the position of Tigran Avinyan is strengthened in Yerevan. The team believes that after June 7, Avinyan no longer has the reputation of an "illegitimate" mayor, and they can no longer show in his face that he does not have the vote of the majority of the people - he is a 9 percent mayor, moreover, he was elected to that position only thanks to the support of partner forces and especially Dog. After the parliamentary elections, Nikol Pashinyan suffered the same fate, if not to say, he ended up in a worse situation. He does not have the majority vote and will be elected prime minister thanks to "dusted votes" and votes stolen from PAP. We once wrote that Pashinyan intends to get rid of Avinyan if he gets a constitutional majority in the elections, but because of what happened, he has to give up that idea. So, even though the parliamentary elections ended with unfavorable results for the government, they were, one can say, in Avinyan's favor. Romik Mkhitaryan will be appointed the district head of Shengavit, they say that initially he chose his native Shengavit, but the former head of the district Razmik Mkrtchyan was an irreplaceable cadre for the KP at that time, so he was taken to Malatya. However, Razmik Mkrtchyan got into a scandalous fight, went to prison and lost his position, and now not only is he not a district head, but he is undergoing a criminal case and has left the CP. R. There is another reason for removing Mkhitaryan from Malatya: it is no secret that Malatya is the guardian of oligarch Samvel Aleksanyan, Avinyan wants to manage Lfik, keep his transactions and activities under his control and prevent him from making money from the city without his knowledge. Karen Hakobyan is now the head of the National Assembly reception and document circulation department. In other words, his managerial skills are limited to the level of a private enterprise manager, but this did not prevent him from working as a district head for about three years.
