The Council of the European Union has appointed Satu Koivu as the head of the European Union observation mission in Armenia. He will assume his duties on February 20, 2026, replacing Markus Ritter.
Satu Koivu is a Finnish senior police officer with more than 35 years of national and international experience. Prior to his appointment, he worked at the Finnish National Police as Head of Human Resources.
The decision to appoint him as the new head of the EU observation mission in Armenia was made by the Political and Security Committee of the EU on February 17, 2026.
