Representatives of the HRD staff made an unannounced visit to the "Child and Family Support Center of Syunik Region"


On October 14, the representatives of the staff of the RA Human Rights Defender made an unannounced monitoring visit to the "Child and Family Support Center of Syunik Region" state non-profit organization of the Ministry of Labor and Social Affairs.

During the visit, the residential area of ​​the institution, unhygienic conditions and communal facilities, measures taken to ensure the rights and fundamental freedoms of children, child care, medical care, catering, employees, children, the necessary documents, their compliance with the requirements set by the legislation and applicable standards were examined.

Private interviews were held with children and employees. Problems were recorded, some of which are systemic.

▪️ The ability to meet the narrow personal demands and needs (personal hygiene) of children in separate conditions is not guaranteed. For example, the toilets were separated from each other only by a partition, and the showers and toilets were not.

▪️ Some of the children's towels were not personalized, names or distinguishing marks were missing. ▪️ Building conditions are not adapted to the needs of persons with disabilities.

▪️ The institution has only one vehicle, as a result of which problems arise in organizing the transportation of the institution's children, including participation in cultural events.

▪️ Problems related to ensuring the rights of the child separated from the family, including the right to education, by the state in the context of migration have been recorded.

▪️ Problems related to organizing the care of children in the foster family were recorded.

▪️ A problem related to ensuring the right to education of one of the children in the institution was registered.

▪️ Problems related to catering were recorded. The institution does not have a nurse-dietitian, no special diet is developed for any child.

▪️ The need to organize continuous trainings based on the assessment of the real needs of the Institution's employees, etc. was recorded.

The defender's representatives discussed the above-mentioned requests with the administration of the institution. The problems will be summarized, and the document reflecting them, together with the proposals aimed at solving the recorded problems, will be presented to the competent bodies of the sector.
